A.T.M Sarwar Hossain
ATM Sarwar Hossain joined Bangladesh Civil Service in 1979 and had a distinguished career spanning over a period of almost three decades. He was involved in the formulation and implementation of fiscal policies and fiscal measures. At the apex level of customs and vat administration in the National Board of Revenue he, as Member (customs policy and implementation), made significant contribution towards policy reforms, modernization of customs administration and – facilitating technology-based tax collection. He was also involved with tariff rationalization, augmentation of internal resources and trade facilitation.
Sarwar also acquitted himself well as a Senior Instructor at the Customs and Vat Training Academy, Chittagong. He had a short stint as its Director General.
Sarwar held the position of Secretary, Ministry of Fisheries and Livestock, Govt.of the People’s Republic of Bangladesh. This position is generally considered to be the highest echelon for a civil servant in Bangladesh.
Sarwar graduated with honours in English Literature from Rajshahi University and obtained a Master’s degree from the same university. He holds a Ph.D degree from a North American University.
Sarwar successfully completed a postgraduate diploma programme on tax administration from the Institute of Tax Administration, University of Southern California, USA. He attended an advanced course on tax administration at the Royal Institute of Public Administration, London. He participated in numerous seminars on modernization of customs procedures and customs valuation organized by World Customs Organization (WCO). He was an active participant in workshops on trade facilitation sponsored by The World Trade Organization (WTO).
